The Iranian team lost to China 2-0 in the final match at the National Hockey Stadium in Bukit Jali.
The 2016 Paralympic Games runners-up had defeated South Korea, Malaysia and Thailand en route to the final match.
Earlier in the day, Thailand beat South Korea 2-1 and finished in third place.
Japan also beat host Malaysia 2-1 in fifth-place play-off.
China, Iran and Thailand booked their places at the IBSA Blind Football World Championships in Madrid, Spain, next year.
